While we suggest students begin the course around the ages of 14 or 15, it's essential to note that the DMV only permits testing for a driving permit once you're 15½ years old.

Don't worry if you decide to take the course early; the certificate you receive upon completion doesn't have an expiration date, so it'll remain valid.
